CONGRESSIONAL PRESENTATION ON THE IRR OF THE EPR ACT |

PAGASA was represented by William Villanueva and
STC on 8 February 2023 to the online presentation by the National
Ecology Center on the Internal Rules and Regulations of the Extended
Producers Responsibilty. A series of meetings attended by PAGASA led to
this output. This Law was passed on
12 Aug. 2022. Obliged Enterprises (entities with at least P100M in sales
per year & voluntarily for those smaller than these which have
plastic parts/packaging of their manufactured goods to recover after use
by consumers) are required to submit their EPR Programs by 12 Feb. 2023
to the National Ecological Center (i.e., 6 mos. after the bill was
enacted into law). They also have to submit EPR Compliance & Audit
Reports (ECAR) regularly to the National Ecology Center after
registration. Close to 1,000 members joined this Zoom Meet.
Illustrated here is the cycle of life of plastics/packaging distributed
into the market and the schedule of plastic packaging to be retrieved by
manufacturers from the economy starting with 20% for the year 2023
progressing yearly by 20% annually until it reaches 80%> the ideal
recovery rate expected from all manufacturers. This should clean up our
economy of litter, sewerage blockages & microplastics leading out
into the sea.
